		<description>This article astonishes me. The Selectmen and BOF STILL don&#039;t understand why the bond failed. The bond failed because the wish list was too big. WE need to bond enough money to fix the Bennet&#039;s farm. Period. The BOE didn&#039;t present a budget within the constraints of the BOF. The BOS didn&#039;t either. The BOE made devastating cuts. What devastating cuts did the BOS make? Here is my understanding of the BOS &quot;cuts&quot;. A line item/group requested a 7% increase from last years budget, and they were only awarded 3%. Is that supposed to be a CUT? Get real. Stop responding to the five or so unemployed loud mouths who need to get a life, and smarten up politicians!</description>

		<description>The comments of Rapose and Hosmer regarding the WPS technology investment are appalling - as if BOE did something wrong.  First, technology upgrades are normal in the civilized world of primary education, but still breaking news to Rapose/Hosmer.  Second, it was BOF that refused all pleas for assistance from BOE last spring when they were forced to make program cuts.  Third, the Academy&#039;s role in this debacle cannot be ignored.  The Trustees overcharged WBOE over $200,000, then, when discovered, declined repeated pleas from WBOE to return any funds while it was still possible to salvage WPS programs.  Naturally, temporary expenditure decisions mid-year will differ from long term decisions made prior to the beginning of the year.  

The net result is the BOS, Fire Department, and Academy all get everything they want, then some.  The town&#039;s public, primary education system is left to lurch along without any real direction.  All of this is lost, of course, on Rapose and Hosmer, who worship CPS, Prop 46 and the 70%/30% budget split as the Holy Trinity of Woodstock finance.

We basically have a bunch of complete idiots managing the town&#039;s finances - it shouldn&#039;t surprise anyone that the process is a disaster every year.  And I am still waiting for Dave Hosmer to follow his own advice to abide by the &quot;will of the people&quot; and resign from BOF after the voters gave him the hook last year.</description>
