I found that excerpt from The Conservation Commissions "Plan of Open Space and Conservation" in regards to how this will all be achieved financially. It is as follows: "town government cannot and should not try to do everything that is needed to preserve our way of of life and our open spaces. It must find effective ways to coordinate the technical and financial resources offered by private organizations, state agencies and volunteers." Adopting the state's suggestion of the "developemnt rights" angle, is great for the Open Space committee, but as has been said "they can do much more". Open Space should never have become a line item in our budget, if our BOF is reluctant to fund our school system.

I wish I had the time to compare our government budget's expenditures to other towns- We spend less on the school system than almost everybody, but I know we spend twice as much as say, Pomfret on the town budget. Pomfret may be smaller than us, but they spend more on their school system than we do.
